Note: Players in PreK must be entering Kindergarten the following school year in order to be eligible to participate.

PRFCYS Recreational Fall Program is a pure grade / gender soccer program for players in preschool through 8th grade. Nearly all children are best served by playing soccer in their proper grade / gender group for reasons of safety and skills development.

The Board of Directors at PRFCYS may request proof of grade and / or age to be established. Failure to respond to such request can result in the immediate suspension of the player involved. A Discipline and Rules Committee Hearing may be convened on the matter.

Playing Down

No child at PRFCYS will be considered to play in a division younger than their established grade without a written request from a licensed medical doctor. The PRFCYS BOD VP of the Recreational Program must receive a written request from a parent, prior to team formation, with a doctor’s note attached. The Director or the Director’s designee will evaluate each request on a case-by-case basis, although it is not the clubs intent to allow children to “play down” a division.

Playing Up

Siblings one year apart in age / grade are eligible to participate on the same team. In this scenario, the younger sibling would “play up” in order to participate with their older sibling. Other than this, no child in the PRFCYS Recreational Program may play in an older division.

Regardless of playing ability, all players should participate a minimum of half the time.

Coaches should play all players at different positions (offense and defense) throughout the year.

Instructions during the game to players should be positive in nature and directed at providing players with tactical information.

Except as provided below the FIFA Laws of the Game apply.

Game Field Set-up and Game Play

It is the responsibility of the home team to supply the game ball.

Only two (2) team coaches officials will be allowed within their team’s half of the field. One (1) Head Coach and one (1) Assistant Coach.

Both coaches are to be positioned outside the sideline and within their team’s half of the field.

All spectators must remain on the opposite side of the field across from their team’s bench and at least three (3) feet beyond the touchline.

The referee may suspend play when necessary due to coach, player, or spectator interference or harassment until the individual(s) creating the disturbance leave the playing area to a distance of satisfaction to the Referee. Failure of the individual(s) to comply with the referee’s request may result in the Referee’s terminating the match and further disciplinary action by PRFC Youth Soccer.

Spectator(s) creating a disturbance may also be requested to leave the playing area by a club official.

The referee may take action against coaches, and substitutes who fail to act in a responsible manner. The referee may display a red or yellow card and may expel them from the field of play and its immediate surrounds.

All coaches and spectators must act according to the league Code of Conduct. Coaches are responsible for the behavior of their spectators. The referee, league or club official (s) may restrict where spectators sit depending on the field situation.

For all fields except those located at Mountain View Park:

Coaches and players sit on one side of the field as indicated by club officials.

Spectators sit on opposite side of the field across from their team and at least three feet beyond the touchline.No one is allowed to coach or spectate from behind the goal.

Coaches and substitutes should remain on their half of thesideline during the game and three (3) feet beyond the touchline

For fields at Mountain View Park:

 Coaches and players should occupy the east side of the fields.

2) Spectators should sit on  the west side of the field across from their team and at least three (3) feet beyond  the touchline. No one is allowed to view the game from behind the goal.

Substitution Procedure

The coach should request permission from the referee to make a substitution.  Upon confirmation from the referee, players may leave the field of play. The substitute player should enter the field of play from the halfway line only after the player being replaced has left the field of play.

Water Breaks on Hot Days

Game days with water breaks will be determined at the discretion of the referee, or club officials.

Check-In Procedures Each team must check in with the referee prior to the start of the match and must identify one (1) person who will be the primary coach for the match. All players must be dressed to play at the time of check-in and equipment check. Shin guards are required.

All field players must wear similar colored shorts, and similar colored socks.

Socks MUST cover shin guards completely.

No toe cleats or metal cleats/spikes allowed.

Players will not be allowed to wear jewelry of any kind, including wrist bands, necklaces, bracelets, rings, earrings. Exception: Medical Alert bracelets or necklace. These must be taped down.

Hair control pieces made of metal, plastic or other hard material are not allowed.

Players with splints, casts, braces, or other such devices may participate, if, in the opinion of the referee, these devices do not present an inherent danger to any players.

Specific Rules / 1^st and 2^nd Grades

1) Teams will use a size three (3) ball

2) Teams play four (4) players per side. There are no goalkeepers, and as such players may not stand and block the mouth of the goal during play; rather they should be encouraged to guard players on the other team.

3) Teams can play with a minimum of three players

4) Substitutions are unlimited and can occur at any stoppage

5) Games will be divided into four (4) 10 minute quarters with no more than a five (5) minute break between quarters. Teams change ends at the end of the second quarter and attack the opposite goal.

6) On a goal kick all players for the opposing team need to be beyond the halfway line before the kick is taken. Once the ball is kicked and moves the opposing team may cross the halfway line and play resumes.

7) Slide tackling is not permitted.

8) Deliberately heading the ball is not permitted. If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense.

9) No offside.

10) No penalty kicks.

11) All free kicks are indirect and opponents should be ten (10) feet away from the ball on all restarts.

12) Kick-ins will be used instead of throw-ins. The ball will be placed on the touchline with opponents ten (10) feet from the ball. A goal cannot be scored directly from a kick-in.

Specific Rules / 3^rd and 4^th Grades

1) Teams will use a size four (4) ball

2) Teams play seven (7) players per side (6 field players and 1 goalkeeper). Teams can play with a minimum of five players.

3) Substitutions are unlimited and can occur at any stoppage with permission from the referee.

4) Games will be divided into two (2) 25 minute halves with a five (5) minute halftime. For the second half teams change ends and attack opposite goal.

5) Slide tackling is not permitted.

6) Deliberately heading the ball is not permitted. If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense.

7) Goalkeepers may not punt the ball.  This includes dropkicks.  Goalkeeper may pass, throw, or roll the ball back into play. If a goalkeeper punts the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the punt occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.

Build-Out Line

1)  Should be equidistant from the penalty area line and halfway line.

2)  When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick, the opposing team must move behind the build-out line until the ball is put into play. The goalkeeper can pass, throw or roll the ball into play (punting is not allowed). After the ball is put into play by the goalkeeper, the opposing team can cross the build-out line and play resumes as normal.

3)  The build-out line will also be used to denote where offside offenses can be called. Players cannot be penalized for an offside offense between the halfway line and the build-out line. Players can be penalized for an offside offense between the build-out line and goal line.

Specific Rules / 5^th and 6^th Grades

1) Teams will use a size four (4) ball.

2) Teams play nine (9) per side (8 field players and 1 goalkeeper). Teams can play with a minimum of six (6) players. 3) Substitutions are unlimited and can occur at any stoppage, with permission from the referee.

4) Games will be divided into two (2) thirty-minute halves with a five (5) minute halftime. For the second half teams change ends and attack opposite goals.

5) Deliberately heading the ball is not permitted. If a player deliberately heads the ball in a game, an indirect free kick will be awarded to the opposing team from the spot of the offense.

6) Offside is enforced

Specific Rules / 7^th and 8^th Grades

1) Teams will use a size five (5) ball

2) Teams play nine (9) per side (8 field players and 1 goalkeeper). Teams can play with a minimum of six (6) players.

3) Substitutions are unlimited and can occur at any stoppage

4) Games will be divided into two (2) thirty-five-minute halves with a five (5) minute halftime. For the second half teams change ends and attack opposite goal

5) Offside rule is enforced.
